Issue Description:
The image RGB values are changed when it is compressed to medium or small size.

1. Log in admin.
2. Click to open any incident record.
3. Upload the picture "repro.png" to the attachment.
4. Obtain the sys_id of the attachment by inspecting the element.
5. Access the image via URL in different compression size.

https://instance/sys_id.iix?t=medium

Expected behavior
Both render images should have the same RBG value.
Actual behavior
The medium image(sys_id.iix?t=medium) is rendered with different RGB.

This is expected behavior and by design in all currently supported releases.
