Qualys development team can provide the recommended size for URLs, IPs and vulnerable items since SN platform simply consume their APIs.

Qualys accepts IPs as query params which are part of URL and they may have restricted the max length of acceptable URL. The feature seems to work when Vulnerable Groups has lesser number of Vulnerable Items.
