Issue
The HR "knowledge results" uses the "Human Resources General Knowledge" Knowledge Base as its source.
Can this be changed to use a different Knowledge Base as its source?

Yes, you can update the Knnowledge Base in the Contextual Search.
Go to Table Configuration -> Open the desired record -> Search Context -> Resource Configuration -> Search Resource Context Properties -> Condition
Eg: HR Case [sn_hr_core_case]
