Controls from the downstream entities are not getting populated

We have configured the upstreams and the down streams in the GRC workbench, however, the controls are not getting generated for the related downstream entities

Expectation: The downstream entities' risks and controls should also be populated over to engagement.
Actual: Only the risks and controls directly related to the selected entities are showing up and not the downstream once.

Steps to Reproduce

Login to Newyork/Orlando
Create an entity
If there are any risks associated directly to the entity which will be displayed under Risks tab of the engagement related list.
When we associate the same entity to create engagement, the same downstream and not mapped to engagement

If there are any risks associated directly to the entity which will be displayed under Risks tab of the engagement related list.
When we have created 2 such risks they are getting populated for the engagement
However, there is no such configuration/feature to show the downstream risks and controls for an engagement.

So the expectation is not an expected behavior
