Breakdown widget headings do not have enough contrast (WCAG-AA 1.4.3)

Headings of the PA breakdown scorecard widget do not have enough color contrast when added to a dashboard.

1. Navigate to Performance Analytics > Jobs
   
2. Right click on [PA Incident] Historic Data Collection > Click on Execute Now
3. Navigate to Performance Analytics > Dashboards
   
4. Open any dashboard
   
5. Click + icon in top right corner
   
6. Select Performance Analytics in the menu to add a PA widget
   
7. Select breakdown
   
8. Add "ootb - incident open by priority - scorecard" widget to the dashboard
   
   Note that the heading on this table is too light.
