UTF-8 is not supported for teams

Steps to Reproduce

1. Go to Messaging Apps Integration
2. Enable Microsoft Teams integration
3. Enable the Swedish language also
4. Test sending messages from Servicenow to Teams in Swedish
5. Observe special characters are not displayed properly in teams.
6. Go to system property "glide.cs.async.http.post.enabled" and set it to false.
7. Repeat step 4 and observe special characters are getting displayed properly in Teams.
