Description

Topic conditions are removed after upgraded from Madrid to Orlando. For example, if a topic has a Lookup and should have a condition, a red circle is displayed on the Lookup(s) indicating an issue in the Designer. 

If the lookup is edited, the condition will be  blank and the window won't be closed until selecting a condition. And the following error is displayed in the Web Console:

Steps to Reproduce

1. Upgrade to Orlando.
2. Edit any Topic that has a Lookup with a condition. Notice a red circle is displayed on the Lookup indicating an issue. 
3. Go to the the "sys_cb_topic" table and search by the same topic. Edit the topic and get the XML file. Notice the "graph_api_version" is "1.0.10.mp4", which is the version of the previous version.
The Orlando version is "graph_api_version": "1.0.16"

NOTE:Initially, this issue has been reported when upgrading from Madrid to Orlando but it could occur in any other version upgrading to Orlando.
