Description

A list of widgets that can be added to a dashboard from editing panel on dashboards is understood as a list of buttons by a screen reader instead of menu items.

Steps to Reproduce

1. Navigate to Performance Analytics > Dashboards.
2. Open any dashboard.
3. Click the '+' icon and to add widgets.
4. Select any category.
5. Inspect the markup on the list of elements.
