Description

When setting a lane limit for a visual task board lane to 'no value' or leaving it blank, the email that states the lane limit exceeded is sent.

The issue is with the conditions set by the notification 'Lane Limit Exceeded':
(lane CHANGES AND lane.lane_wip_limit>=0
OR
removedCHANGESTOfalse)

This last condition is problematic because, when adding a new card to the board, removed field will be inserted as false as its default value, this notification will trigger regardless of the lane limit.

Steps to Reproduce

  1. As administrator, create a freeform board.
  2. Add the ITIL user.
  3. Add a new card to the 'To Do' lane.

No VTB notifications should be triggered, but the VTB notification 'Lane limit Exceeded' is triggered.
