Description

For instances converted from Express instance to Enterprise instance,

when resetting password using SMS verification, at verification step, after clicking on send verification code, below error shows:
"Could not generate a verification code"

 

Steps to Reproduce

Make sure a user is not enrolled with any device, but has mobile number in the profile.
Use SMS verification for the self-service process.

Run password reset, at verification step, after clicking on send verification code, below error shows:
"Could not generate a verification code"

Workaround

Set below business rule to be inactive:
