Subflows that do not have Latest Snapshot on the instance can not be put on a flow

Steps to Reproduce

1. Create a flow.
2. Try to add Requested Item Manager Approval subflow to the flow.
3. Notice nothing happened and the rest request returned a flow not found.


Workaround script to fix this by setting the latest snapshot to the same id as the master snapshot on the three catalog Sub Flows that aren't working.
