Unable to set the priority as a condition under the notification, It won't take the values.

Steps to Reproduce

1. Login to NewYork Instance
2. Go to sysevent_email_action list
3. Click on "New"
Name: Test SNOW
Table: Incident
4. Go to "When to send" tab
Select: Insert/update (You can select any option)
5. Add the below condition
Priority > Between > "P1" AND "P2
6. Save the form

Once you open the same form again, you can see that the condition "Priority > between > "None" AND "None" " is showing the priority as "None".

Expected behavior: Record should save the condition "Priority > Between > "P1" AND "P2" ".

Actual behavior: Record does not save the condition, it saves the priority as none "Priority > between > "None" AND "None" ".
