After upgrading from Madrid to New York, upon submitting a Standard Change Template, the type field is empty. This causes the 'Request Approval' UI Actions to no longer function.

The 'Restrict fields from Standard Change' business rule now runs on Insert of a standard change request and validates the list of read-only fields from the Standard Change Properties. This issue can occur if the Type field is read-only via the standard change properties.
Remove the Type field from the read-only Standard Change Properties and create an on-load client script that will set the field to read only. To do so, navigate to Change > Administration > Standard Change Properties. Find the section for 'Read-only fields' and remove type. Select Update from the top right hand corner.
