Planning Console not displaying for specfic Users

Planning Console not displaying for certain Users. Impersonation works and it seems computer-specific.

This is likely a Cache issue.

1. Have the user try loading the Planning Console in an Incognito window in Chrome
2. If this works, have them clear their Browser Cache on a normal window
3. If this does not work, type "cache.do" in the Filter Navigator

Note that this may cause temporary slowness.
