Issue
Standard Change workflow for new or modifying existing templates is not working.
It allows you to create new templates or modify existing templates when the approval process initiates it sends approvals but once approved it doesn't change the status to published.
Cause
Filter condition on business not met as there is customization made on OOB business rule "Generate Template On Approval".
Resolution
The issue is fixed on setting the "Generate Template On Approval" business rule on the Standard Change Proposal "std_change_proposal" table to the OOB version.

The filter condition is not matching as the business rule is customized.
On reverting the business rule to OOB, the issue will be fixed.

Because the filter condition is not matching the script include which closed the Standard Change Proposal "std_change_proposal" record is not called.
The business rules calls the following below:-

util.publishNewStandardChangeProposal(current.sys_id);
Function "publishNewStandardChangeProposal" is where the Standard Change Proposal record is updated to closed after validation.
The change request template is published on closing the Standard Change Proposal records.
