Map Report doesn't change from Pinned locations to Heat colored locations

Steps to Reproduce

Testing:  Map report Issue with Canada

  1. Login to any New York instance
  2. Go to Reports --> Create New

Enter the following values:

In Data tab:
Report name: test11
Source type: Table
Table: Incident [incident]

In Type tab:
Select report type as Map

In Configure tab:
Display Data Table = true
Aggregation: count
Map this data: Incident by caller location
Set map: World

Save the report to see the heat map and pinned map options.

Test 1: By default the heat map for World displayed and we can switch to pinned map also. It is working as expected.

Test 2: Go to Configure tab and update the Set map to 'United States of America'. By default, the heat map for 'United States of America' displayed and we can switch to pinned map also. It is working as expected.

Test 3: Go to Configure tab and update the Set map to 'Canada'. By default, the pinned map for 'Canada' is displayed. Even if we try to switch to heat map, only pinned map is displayed.

If you do not have Canada data, add a Canada record in cmn_location table and update any user's location to Canada. Create an incident and specify the Caller as this user.

The Map report still behaves the same way for Canada.

Workaround
