Issue Description:
Archive can not be scheduled when any user changed the specific date on the condition builder on Archive Rule

<business Impact>
User cannot archive the data as they required date

Steps to Reproduce

On a London or Madrid OOB instance:

1. Go to Archive Rule: Incident - Inactive and closed over 6 months
2. Change the Condition to closed before 2017-01-01 00:00:00 by date picker or Last 2 years
3. Checked Active checkbox
4. Update
5. Get Message 'Rule has been made inactive because of change in conditions
6. Active will be unchecked

Expected behavior
Scheduling archive event as the conditon setup and provide the message and Active stay as checked same as OOB condition 'last 6 months'

Actual behavior
The archive is not scheduled with specific date on the condtion and Active checkbox is not saved

Workaround

After carefully considering the severity and frequency of the issue, and the risk of attempting a fix, it has been decided to not address this issue in any current or future releases. We do not make this decision lightly, and we apologize for any inconvenience. If you have any questions regarding this problem, contact ServiceNow Customer Support.
