Using the Active flag in a data policy will almost always cause an issue, because policies and business rules and client scripts, etc. don't typically run on inactive records.ResolutionUpdate the data policy to use a condition referencing the 'State' field rather than the active flag. For example: 'State is one of 'Closed, Closed Complete, Resolved'. Data Policy will no longer error out, and the workflow will complete, and correctly open a catalog task, or any other action it is set up to do.
