Description

When users type something on the Additional comment/ Work notes and click on the Post button, then the value that users entered disappears, if there is a data policy on the form to force users to fill another field.

Steps to Reproduce

-Create a data policy on the incident table as below:
Conditions:
State = In Progress
Data Policy Rules:
Configuration Item --> Mandatory = True
Location --> Mandatory = True
-After creating data policy, open any records in incident table where Configuration Item or Location is Empty.
-Type something on Additional comment/ Work notes and click on Post button

Actual Behavior: The text you typed on the field is disappeared.
Expected Behavior: Even data policy force users to fill mandatory fields before saving the form, the text should be there.
