SN Desktop Filter is not translated on Service portal.

Steps to Reproduce

  1. On a OOB instance insall any language plugin
    2. Open any service portal where the widget "Data table from URL definition" is used
    e.g. https://<instance-name>.service-now.com/sp?id=list&table=incident
    3. Make sure for the instance of the "Data table from URL definition" widget, the enable_filter option is made true
    4. Open the filter and then change the language open again the filter

Actual behavior:

the filter is not translated.

Expected behavior:

the filter gets translated
