The plugin is not being made available for Admin users to activate in London. Therefore, you have to contact ServiceNow Customer Support to help you activating this plugin.
However, this process has been changed now by us since Madrid. You are now be able to activate the plugin as admin user by yourself without using the HI Customer Service system.
According to the Service Catalog release notes for Madrid https://docs.servicenow.com/bundle/madrid-release-notes/page/release-notes/it-service-management/service-catalog-rn.html, you can now activate the Flow Designer support for the Service Catalog plugin (com.glideapp.servicecatalog.flow_designer) without contacting ServiceNow Customer Support. That means the plugin is being made available for Admin users to activate now.
