Description

An icon from the filter navigator is still visible to users who should not see the navigator because they do not have access to any modules or applications.

It looks like they can see it because it has a z-index set in the CSS because of a class 'default-focus-outline' This is only added to the element if the user has Accessibility enabled

Steps to Reproduce

  1. As admin, Navigate to System Definition > Application Menus
    2. Disable all application menus which an ess user would see. Normally these are ones with snc_internal as the role or with no role.
    3. Impersonate an ess user and verify that the filter navigator is hidden
    4. In General Settings, enable Accessibility
    5. Refresh the homepage

Actual behavior: You can seeĀ 'all apps' icon
Expected behavior: You should not see that icon
