The Approvals page shows a blank screen in service portal pages that use the out-of-box 'Approvals' widget.

This issue happens only for non-admin users and reproducible only in London. It works fine in the Kingston release.

Steps to Reproduce

  1. Access an affected instance and impersonate a non-admin user
  2. Open the service portal approvals page: https://<instance-name>

Expected behavior: Approvals should be shown.
Actual behavior: Approvals are not shown.

Reason: The OOB Approvals widget changed in London. An additional role called 'approver_user' is required for users to show the list of approvals.

There is no workaround for this issue as it's expected behavior in the London release.
