Symptoms
Users (generally non-admin) are unable to add any members to a visual task board as the search for users returns no result.

Cause
User are failing read access to the "Active" field on sys_user table.
Resolution
Identify the read operation ACL for sys_user.active and make sure that users would be able pass that ACL.
