On-call Schedule is not accessible in Child Domains

Resolution
On-call Schedules should not be accessible by child domains when called even from workflows. If accessible, will be a domain separation breach.
This acts in the same way as incidents/data. If data exists in a parent domain, should not be visible from child domains.

On-call Schedules should not be accessible by child domains when called even from workflows. If they were accessible, it would be a domain separation breach.
This acts in the same way as any other data. If data exists in a parent domain, it should not be visible from child domains.
