Not able to change state of Change request via REST API for PUT method

Not able to change the state of Change request via REST API for PUT method.

ALL

The override "read-only" checkbox was checked for Dictionary entry override for the "state" column. 

In Dictionary entry override for "state" column, uncheck "Override read-only" & "Read only" checkbox.
