The search bar when selecting users/groups to add to tags does not work.
Steps to Reproduce
1. Open an existing incident record.
2. Add a new tag.
3. Click on Edit tag audience. on Viewable tab, click on Add group.
Notice that cannot search for a group using the search bar.
