If you create a story outside of an Epic, you are not able to add the Epic to the story later

Cause


Epic Dictionary Entry Reference Qualifier is not correct

Resolution


After being able to reproduce the issue and comparing the behavior in an Out Of Box instance, it was noticed that on the Dictionary Entry for the Epic https://instancename.service-now.com/nav_to.do?uri=sys_dictionary.do?sys_id=144a355e6f235100d2614e8f1e3ee40e%26sysparm_view=advanced, the reference qualifier did not match the same that was seen in the OOB instance.

To fix the issue, go to the Dictionary Entry of the Epic. Under the "Reference Specifications" tab, in the "Reference Qual" field, replace the code that is there with this: javascript:ScrumSecurityManager.getStoryDotEpic(current). Run a cache.do in the left navigator
