Service Portal - message not translated in KB Article Helpful widget: x% found this helpful

Steps to Reproduce

1) view a KB article in Service Portal
2) click YES this was helpful at the bottom
3) refresh the page
note "100% found this helpful" message at bottom of page
4) create a new sys_ui_message record with
key = {{}}% found this helpful
message = Found helpful by {{}} percent of eligible muppets
5) go to / to flush the instance cache (that's another issue fixed in a different PRB)
6) refresh the page from 1) and 3)

note the message still says "100% found this helpful". You should see the new message you provided.
