Description

When you edit module with adding filter which contains # character, then filter does not return correct results.

Steps to Reproduce

1. Click New button on Navigator --> System Definition --> Modules page.
Title: Active Incident 
Application menu: Incident
2. Click on Link Type tab
Link Type: List Filter
Table: Incident
Filter1: Active is True
Filter2: Short description contains #p
3. Submit the form.
4.Click on Navigator --> Active Incident 
 
Actual Behavior: Filter should show as: All > Avtive = true > Short description contains
Expected Behavior:  Filter should show as: All > Avtive = true > Short description contains #p
