Description

In CMS/ESS portal, when  you click on any reference icon in the form , the pop-up displays for a brief moment and  disappears immediately. The problem is reproducible only on CMS pages.

Steps to Reproduce

1) Log into a Kingston demo instance as admin
2) go to /ess/incident_status.do
3) click to open INC0000005
4) click the reference icon for Caller or any other reference field to try to view the referenced user record
 
Observe that the popup for the reference icon displays very briefly then dissapears
