Form Designer changes are not saved when admin privileges are an elevated role

Steps to Reproduce

  1. Login to your instance with admin account. 
  2. Go to Roles. Search for role - admin 
  3. Mark - Elevated Privilege checkbox. 
  4. Save record. 
  5. Do cache refresh and logout and login again. 
  6. Elevate roles to admin. 
  7. Open any form for ex. incident.list, open any Incident. 
  8. Configure -> Form Designer. 
  9. Add / Delete any fields. 
  10. Save 

Expected - Form Should Save with changes. 

Actual - Form is not saving changes. 

Workaround

Instead of Form Designer, Use Form Layout option. This works without any issues.
