Service Portal - Designer Does Not Gracefully Fail when Users in a Scoped Context Make Modifications to Pages in a Different Context

Steps to Reproduce

- As an admin or sp_admin, switch from a Global context to a scoped app context
- Go to /$spd.do
- Go to the index page
- Add a container
- Note that the page goes blank
- We are preventing people from adding to this when they are in a scoped application, but it is not a graceful failure. It would be better to make everything in the designer read-only when a user in a scoped-app context which is different than the context of the page they have open.
