Symptoms


  • Unable to create new workflows in Workflow Editor
  • When attempting to create a new workflow, after hitting the "Submit" button, the user is met with a blank workflow canvas titled "(workflow name) -" and the canvas does not have a "Begin" or "End" activity

Cause


The user's global "Submit" UI Action is active = false.

Resolution


Per the above, the user's global "Submit" UI Action is inactive:
instance.service-now.com/nav_to.do?uri=sys_ui_action.do?sys_id=42da42d00a0a0b340066377beb6dd099

Simply set this UI Action to active = true, and the issue will be resolved. The user will then be able to create new workflows again, and the "Begin" and "End" activities will be pre-generated per the user's expectations.
