New created User Criteria that are not used by any knowledge base are anyway evaluated on the first article opened in the session.


Steps to Reproduce

1) Create a new user criteria -"Test Citeria"

2) Insert the following script in it:
gs.addInfoMessage("{No User Criteria Test}");
answer = true;

3) Save it without assigning a knowledge base.

4) Go to Self Service > Knowledge

5) Open any article.

Notice the custom created log statement shows {No User Criteria Test} in the header. The new user criteria gets executed when the first article is opened in the session.
