UI  policy doesn't mark some fields as read-only as expected

Reason


This happens because field configured in UI policy Action are configured as mandatory at system dictionary. Kingston release onwards, we do not allow fields which are marked as mandatory to be hidden or readonly, if they are empty.
 
If customer want these fields to be displayed as readonly to the users even if empty, please ask to make them as non-mandatory.
