Some Service Portal Widgets are missing in the instance.

Missing plugins are usually the cause of this issue.
When you find any missing widgets, you can right click on the header and select show XML to get the package information of the widget. Package corresponds to the plugin that should be activated to install the widget.
For example, the plugin com.glide.service-portal.service should be installed for the service status plugin. For the report plugin, Performance Analytics and Reporting - Service Portal Widgets - com.snc.pa.sp.widget(pluign ID) should be installed. The user needs to verify that these plugins are not installed in the instance.
