Category titles are not getting translated if the field type is Translated Field due to upgrades or has been changed from Translated Text to Translated Field.
Steps to Reproduce
Check whether the category title field dictionary entry it is Translated Field. If not, change it to Translated Field.
Check the category titles.
Note that the titles are translated.
Create a sys_translated_text record to translate the title value.
