Description
Cannot view some knowledge bases despite correct user criteria.
Steps to Reproduce

Impersonate a user with the Customer role.

Navigate to Self-Service > Knowledge.
The following knowledge bases are not shown: Communities, System Error Codes. These knowledge bases have User is Customer on the CanRead tab.
Workaround
If you have Company Separation, add the attribute no_separation=true on dictionary definition of User Criteria table.
After carefully considering the severity and frequency of the issue, and risk of attempting a fix, it has been decided to not address this issue in any current or future releases. We do not make this decision lightly, and we apologize for any inconvenience.
