Issue
The UI11 Process Flow is shown only for some users.
Cause
There are two UI Macro process_flow.xml which are conflicting and the one is used for that user for which the process flow appears green is the following:

Resolution
Disable the UI Macro for UI11 or rename it which should resolve this issue.
