A UI Policy configured to run on a specific view will not work if the instance has been converted to Enterprise from Express.
Steps to Reproduce
1. Convert an Express instance to Enterprise.
2. Create a UI Policy for a specific view, for example hiding a field on the Incident Self-Service view.
3. Open the Incident form and switch to that view. Observe the field will not be hidden as the UI Policy did not run.
Navigate to the "View" dictionary entry, and set the "Reference key" field (located under the Reference Specification section/tab) to the value "name".
