Service Portal - Tickets with Medium Length or Long Short Descriptions do not display correctly on mobile devices

Steps to Reproduce

  1. As system administrator, create an incident with a short description like Having trouble with something in the office
  2. On mobile, navigate to System administrator's index page
  3. In the My open incidents simple list, select the newly opened incident
  4. Note the activity stream input is incorrectly styled. Note that the header buttons such as Location, Attach an Image, and Barcode Scanner are improperly-styled
