Description
When creating a new manual business service, selecting View Map does not display an impact tree, and no error message is displayed.
Steps to Reproduce

Create a new manual business service.
For more information, see the product documentation topic Create a manual service.

Click View map without changing the business service status to Operational.

Go to the Impact Tree tab.
Note that no impact tree is shown.
Workaround
Change the business service status to Operational to create and display the impact tree.
