Description
Opening the Project Workbench causes the error "Uncaught TypeError: win.$$(...).each is not a function." This issue does not affect Project Management functionality.
The issue is only seen in instances upgraded from Fuji. It is not seen in other instances.

Steps to Reproduce
- Open an instance that was upgraded from Fuji to Istanbul.
- Navigate to Project > Projects > Workbench.
Note that an Uncaught TypeError is displayed in the browser console.
Workaround
The issue is seen only if the user interface is UI11. Upgrading to UI16 resolves the error.
