Unprivileged users are unable to save filters using the condition builder.

Steps to Reproduce

  1. Go to problem_list.do.

  2. Click the filter drop-down and create a filter.

  3. Click Save, provide a name for the filter, and click Save.

    The list refreshes.

  4. Click the list menu (hamburger) icon next to Problems and hover over Filters

    The newly created filter doesn't show up.




The filter is not saved because the user does not have adequate roles to save filters, which is caught by the ACL checks that run when saving. Add the role filter_admin so the user can create records in the filter table.
