Description

The placement of the Work Notes field relative to the Additional Comments field is not consistent between a new record form and an existing record (activity stream) form.
The Additional Comments field is originally above the Work Notes, but the activity stream reverses that arrangement.

Steps to Reproduce

  1. Log in to a base system instance. 
  2. Create a new incident.
    Note that the Additional Comments field is rendered above the Work Notes field.
  3. Open an existing incident.
  4. Click on the icon next to Additional Comments in order to split the two input fields into two separate ones.
    Note that the Additional Comments field is rendered below the Work Notes field.

Workaround

It is possible to make the form match the activity stream formatter. Use the system property glide.ui.incident_activity.fields to change the field order.
