Steps to Reproduce
Log in to a demo OOB instance.
Click the gear icon at the top right to access the System Settings pop-up window.
Change the time zone from the currently set one (for example, the default US/Pacific) to a different one (for example, Europe/London) and then close the window.
Click the gear icon again and verify that the different time zone was applied.
In the System Settings window, change the Theme setting from the default System to another value, such as Blues, and then close the window.
Verify that the different theme was applied.
Click the gear icon again.
Notice the time zone is set back to the previously selected one.
After carefully considering the severity and frequency of the issue, and risk of attempting a fix, it has been decided to not address this issue in any current or future releases.
