glide.ui.timer.started does not work when creating a new incident.

Steps to Reproduce 

  1. Go to System properties>All Properties.

  2. Set sys property glide.ui.timer.started to false.

  3. Go to Incident>Configure>Form layout.

  4. Add the timer field to the form and save.

  5. Go to Incident>Create New.

    The timer field is running even though glide.ui.timer.started is set to false and the timer field should be in pause.

  6. Go to Incident>Open.

    The timer field is correctly in pause.
