Hints do not appear for values on choice list in IE11

Hints do not appear for values on the choice lists in Internet Explorer 11.

1. Log in to an instance using Internet Explorer 11.
2. Navigate to Incident > Open.
3. Right-click on the Category field and select Show Choice List.
4. Click Request.
5. Add a Hint value.
6. Click Update.
7. Go back to the Incident form.
8. Expand the Category dropdown and hover the mouse over Request.
   Note that no tooltip is displayed.
