Only admin users can create knowledge articles due to an ACL.

Steps to Reproduce 

  1. Log in as an admin user. 
  2. Navigate to Knowledge > Knowledge Bases.
  3. Select the IT knowledge base.
  4. In the Can Contribute related list, click New.
  5. Create new record with the following values:
    • Name: The ITIL User.
    • Users: ITIL User.
    • Click Submit.
  6. Grant the knowledge role to ITIL User.
  7. Impersonate ITIL User.
  8. Click Knowledge > Create New.


  1. As a security admin, navigate to System Security > Access Control (ACL)
  2. Find the ACL with the sys_id value 65bbd9bcd71221004792a1737e610389.
  3. Remove any filter conditions from the Condition.
  4. Change the Script field to the following:

if (current.isNewRecord())
answer = true;
else if (current.isValidRecord())
answer = new KBKnowledge().canRead(current);
answer = false;
